As a college recognised under Sections 2(f) and 12(B) of the UGC Act, Jorhat Kendriya Mahavidyalaya is committed to full compliance with all UGC disclosure norms.

Gender Sensitisation Committee Against Sexual Harassment (GSCASH)

Jorhat Kendriya Mahavidyalaya is committed to providing a safe, inclusive, and gender-sensitive academic environment where every individual is treated with dignity and respect. In accordance with the UGC (Prevention, Prohibition and Redressal of Sexual Harassment of Women Employees and Students in Higher Educational Institutions) Regulations, 2015, read with the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, the College has constituted the Gender Sensitisation Committee Against Sexual Harassment (GSCASH).

The Committee serves as the institutional mechanism for the prevention, prohibition, and redressal of complaints relating to sexual harassment. It promotes gender equality, mutual respect, and a culture of zero tolerance towards sexual harassment and gender-based discrimination. The Committee extends its jurisdiction to all students, teaching and non-teaching staff, contractual employees, and other members associated with the College, ensuring confidentiality, fairness, and adherence to the principles of natural justice.

Functions

  • Promote gender sensitisation through workshops, seminars, awareness campaigns, and outreach programmes
  • Foster an inclusive, respectful, and discrimination-free campus environment
  • Receive, examine, and redress complaints relating to sexual harassment
  • Conduct counselling, mediation (where permissible), and fair enquiries while maintaining confidentiality
  • Recommend appropriate action to the College authority in accordance with statutory provisions and institutional rules
  • Create awareness about rights, responsibilities, and legal provisions relating to gender justice and prevention of sexual harassment

Fee Refund Policy — Jorhat Kendriya Mahavidyalaya

In compliance with the University Grants Commission (UGC) Fee Refund Policy, the UGC Regulations, 2023, and the provisions of the National Education Policy (NEP) 2020, Jorhat Kendriya Mahavidyalaya hereby adopts the following Fee Refund Policy to ensure transparency, fairness, accountability, and timely refund of fees to students who withdraw or cancel their admission.

Applicability

This policy applies to all students seeking admission or already admitted to the Undergraduate Programmes of JKM, including all Four-Year Undergraduate Programmes (FYUGP) and other programmes offered by the College from time to time.

Note: A processing fee of not more than ₹1,000/- may be deducted in cases where full refund is applicable, as prescribed under prevailing UGC guidelines.

Procedure for Claiming Refund

Submit a written application addressed to the Principal clearly mentioning the reason for cancellation or withdrawal of admission.

Attach documents: Copy of Admission Receipt, Proof of Fee Payment, Bank Passbook / Cancelled Cheque (for NEFT/RTGS), and Identity proof if required.

Submit the application to the College Office during working hours or send a scanned copy through the official college email.

The refund shall ordinarily be processed within 10–15 working days from receipt of the complete application with all supporting documents.

Grievance Redressal

Any grievance relating to delay, denial, or non-receipt of fee refund shall be submitted to the Student Grievance Redressal Committee (SGRC) of Jorhat Kendriya Mahavidyalaya. The Committee shall examine the matter and recommend appropriate action in accordance with UGC norms and institutional regulations.

Non-Retention of Original Certificates

In accordance with UGC guidelines, JKM shall not retain any original certificates, mark sheets, degrees, diplomas, or other documents submitted by students for admission purposes once the admission process is completed or withdrawn.

The Institutional Development Plan (IDP) of Jorhat Kendriya Mahavidyalaya has been prepared and submitted to the Directorate of Higher Education, Assam (Team NEP-2020) in reference to the implementation of the National Education Policy (NEP) 2020 in Assam. College Profile

Jorhat Kendriya Mahavidyalaya is a co-educational premier institution in North-East India offering courses in both Arts and Science streams. Located at Kenduguri, 3 km east of Jorhat city centre, the College was established in 1981 and is permanently affiliated to Dibrugarh University. With a staff strength of 80 (Teaching and Support) and over 1500 students, JKM has grown into an institution of repute rendering quality education to students from different parts of Assam. The College also provides Vocational Courses and Skill Development programmes and has introduced the Tea Plantation and Management Course, B.Voc (Small Tea Garden Management), and various Add-On Certificate Courses under Community College and Skill Hub Initiative.

Definition of Ragging

“Ragging is any disorderly conduct, whether by words spoken or written, or by an act which has the effect of teasing, treating or handling with rudeness any student, indulging in rowdy or undisciplined activities which cause or are likely to cause annoyance, hardship or psychological harm, or to raise fear or apprehension thereof in a fresher or junior student, and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the psyche of a fresher or a junior student.”

In accordance with this definition and the provisions of the Anti-Ragging Act, 2009, the Anti-Ragging Committee of Jorhat Kendriya Mahavidyalaya has been constituted to ensure a safe, inclusive, and ragging-free environment for all students. The Committee is committed to preventing every form of ragging, whether physical, verbal, psychological, or online, through strict vigilance, awareness initiatives, and prompt disciplinary action whenever necessary.

The primary objective of the Committee is to foster a culture of mutual respect, dignity, and harmony within the campus. It strives to create an atmosphere where every student, particularly freshers and junior students, feels secure, welcomed, and free from fear or intimidation. The Committee works proactively to uphold students’ rights and promote healthy interactions among the college community.

Awareness & Orientation

To achieve these objectives, the Committee organizes orientation programmes and awareness campaigns at the beginning of every academic session. During these programmes, newly admitted students are informed about the legal provisions of the Anti-Ragging Act, 2009, the institutional anti-ragging policy, and the mechanisms available for lodging complaints. Senior students are sensitized to their responsibilities in maintaining a respectful and supportive campus environment.

The Committee also educates students about the severe consequences of ragging, including disciplinary measures by the institution and legal action under the relevant provisions of the Indian Penal Code (IPC) and other applicable laws.

Grievance Redressal Cell (GRC) — Profile

Jorhat Kendriya Mahavidyalaya is committed to providing a safe, inclusive, transparent, and student-friendly academic environment where every student is treated with dignity, fairness, and respect. The College has established a Grievance Redressal Cell (GRC) in accordance with the University Grants Commission (Redressal of Grievances of Students) Regulations, 2023, to address and resolve students’ grievances promptly, fairly, and confidentially.

The Grievance Redressal Cell serves as a formal mechanism to receive, examine, and resolve grievances relating to academic, administrative, infrastructural, and other student welfare matters, striving to ensure every grievance is addressed objectively while maintaining the principles of natural justice.
